In his new memoir, "Vigilance: My Life Serving America Protecting Its Empire City," Kelly, who turns 74 this week, opens up about his nearly 50 years in law enforcement. The signing will begin at 7 p.m. at the 2245 Richmond Ave. store on Sept. 17. The book gives a candid account of some of the more challenging and controversial times during his career, including stories about life in post-9/11 New York City and the difficulties cops face today. According to the book, Kelly was known "as a tough leader" and "a fixer who could go into a troubled precinct and clean it up." Kelly also is critical of Mayor Bill de Blasio, claiming that the current mayor's opposition to stop-and-frisk arrests has endangered the lives of New Yorkers. In the book, he described de Blasio's stance on the program as an "amazing surrender" that helped him win the election. He also charged that de Blasio looked to replace Mayor Michael Bloomberg by running against the police. Police Commissioner William Bratton has since defended de Blasio, responding with full praise for his boss.

However, Bratton said he did plan to buy Kelly's autobiography, which hits bookshelves on Sept. 8 for $28. The hardcover edition contains 352-pages. He will be able to buy the book — and even see his predecessor — at the Barnes and Noble book signing this month. A fidgety shoplifter tried to boost a dozen back issues from a Staten Island comic book store, only to have his dastardly plan foiled by a plucky employee and the police, cops said. It all happened shortly after noon Wednesday at JHU Comic Books on New Dorp Lane in New Dorp. Enter Nicholas Perciballi, 22, of Tottenville, a skinny man in baggy clothes. Perciballi used the store's restroom, and when he came out his eyes repeatedly darted to store employee Dani Ward. The store worker said she suspected he might be hiding comics under his clothing. She asked Perciballi if he needed help “He said, ‘Yeah, you have any Rocket Raccoon?’ She directed him to some comics featuring the furry "Guardians of the Galaxy" character, and watch to see if he had any merchandise under his clothes. When Perciballi finished browsing and left, he dropped some comic books, Ward said, confirming her fear. She yelled out "Hey!" and tried to chase the alleged thief. Store employee Dani Ward said she suspected the man might be hiding comics under his clothing.
