Three-quarters of the neighborhood’s housing stock are low-rise, single family homes, and the Outer Sunset has seen a paltry 66 new housing units built in the last 15 years, according to the Planning Department. That makes a 42-unit, four-story apartment building just proposed for the corner of 19th Avenue and Quintara Street somewhat bold. Submitted to the Planning Department this week, plans are for the landowners and Gary Gee Architects Inc. to build on a parking lot right on the border of the Outer Sunset and Inner Sunset. The proposal for 1001 Quintara also lists exemption requests to build denser than the site currently allows and to build slightly less open space than required. Gee didn’t return a request for comment. It comes a week after a 12-unit project was proposed to replace a gas station at 3601 Lawton, and as the largest Outer Sunset housing project in years – 56 units at 2800 Sloat Boulevard – starts construction.

Compared to growing neighborhoods like the Mission District and South of Market, this doesn’t exactly look like a housing wave. But it’s significant considering west side neighborhoods have resisted adding density and spent decades trying to preserve the low-rise character of those areas. That includes a political brawl during Gavin Newsom’s mayoral tenure over a Planning Department proposal “that would have increased density and removed parking along many major commercial strips well served by public transit,” according to San Francisco Public Press. Supervisor Katy Tang last year became the first west side representative to advocate for more housing along the transit corridor. She crafted a “blueprint” to add 1,000 units to the Sunset without increasing heights to “ensure that any growth in the Sunset District does not adversely impact the existing residential neighborhood character.”
Her office has also identified several “opportunity sites” that are zoned for residential development to rise 40 to 50 feet. The developer will present plans for first phase of the 5,679-unit project Thursday to the Planning Commission.
